APPENDIX R – THE NATIONAL LEAGUE BOARD DIRECTIVES 2018/19

1. In accordance with Football Association Kit and Advertising Regulations, the National League Board (“the Board “ ) directs its member clubs as follows:
a) The officially designated logo of the Vanarama National League shall appear on the player’s right shirt sleeve.
b) Clubs are permitted to place advertising of a sponsor on the player’s left shirt sleeve. Such mark must appear between the shoulder seam and the elbow and must not exceed 100 square centimetres. Such sponsor shall not be a direct competitor of the National League’s title sponsor or broadcast partner or any future betting partner. To that end Clubs shall be obliged to provide details of all sponsors prior to the start of the Season to the Board together with details of any additional sponsors acquired during the season within 7 days of such acquisition.
c) If a Club does not place advertising of a sponsor on the player’s left shirt sleeve, this shirt sleeve shall not be left blank. In this case the officially designated logo of the Vanarama National League shall appear on both the player’s right and left shirt sleeves.
d) The officially designated logo of the National League shall appear once only on each of the players’ shirt numbers.
2. Further to Rule 8.30, Clubs are to film and complete the upload of a full length match video to a hosting solution provided by Scout7 within 15 hours of a League match finishing.
3. Clubs are to accept a video player provided by Pitchero and position the player on the homepage of the Club’s website. Pitchero will limit the space of the video to 20% of the screen on a desktop of table and 20% of the content of a communication on a mobile device.
4. Clubs are not permitted to show National League match footage on their own website, mobile or social media for Saturday matches earlier than midnight on Sunday (i.e. permitted from 12.01am on Monday) and for matches other than Saturday matches not earlier than 10pm on the day following match day.
5. Home Clubs unable to supply a standing amenity to visiting supporters, or withdrawing a standing amenity to visiting supporters must provide access to an appropriate seating area at the same price as the standing amenity afforded to home supporters. Visiting supporters must not be financially disadvantaged by being asked to pay more for seating where no standing facility is provided for them, but is available for home supporters.
6. All Clubs are required to attend the Annual Gala Dinner and the minimum allocation for each Club is 6 tickets (National Division) and 4 tickets (North/South Divisions). Each Club shall ensure attendance of representatives at the event at least in accordance with the above minimum allocation. Failure to do so shall be reported to the Board and may result in a reduction in central funding of up to £2,000 for the National Division Clubs and up to £1,000 for Clubs in North and South Divisions.
7. As stated in the National League Code of Conduct for Managers and Chairmen, non-playing staff may enter the field of play at half time or full time but they must not engage in any threatening or abusive behaviour with the match officials whether verbal or non-verbal.
8. Clubs are not permitted to place commercial advertising on or near to the goal-line or touch-line during a Competition Match save by way of normal perimeter board advertising and any other advertising approved in writing by the National League in advance.
9. Further to Rule 2.20, Club Managers, or an Assistant Manager, will be required to attend in person at any pre-season managers’ meetings called by the National League.
10. Clubs showing permitted National League match footage on their own website, mobile or social media are to place a National League ident for a minimum of 2 seconds immediately prior to the commencement of the match footage.
Failure by Clubs to adhere to these directives without just cause shall prima facie be a breach of Rule 4.2 and dealt with either in accordance with the fines tariff (if applicable) and/or in such a manner as the Board thinks reasonably appropriate.

If this rule is enforced I can see the south terrace been closed even more forcing Home fans and away fans to pay more.

We havn't withdrawn a standing area for away fans.

We just don't have one

If it's true (and seems to be from point 5 above no?) then this is very sloppy planning from the club. Who is in charge of ticketing? Surely someone at the club should know the rules??

Rule 6 is a belter.

The Annual Gala must be a real delight if they have to threaten clubs with a £2k fine for failing to get 6 of their staff to endure the event !

I'm assuming these are new rules as I seem to recall past visits to Daggers (and several other clubs) had no terrace available so away fans had to pay more for the new stand.
Perhaps I'm wrong, but it would seem a bit pot & kettle to complain in such circumstances just because the rules have been changed.


It also sounds like the rule doesn't apply if the South Stand is closed as we would have no standing amenity available to home fans - although it's ambiguous it could be argued that Braintree can't complain anyway.
Should the league enforce the rule the most likely outcome would be closing the South for the rest of the season to maximize profit. Could even increase prices on the North then!

Are there limits to how much terracing has to be provided? Take out a half dozen seats on the east...

At barnet FC there is only one person in charge of everything.

It wouldnt be surprised if he's used the development work and the unexpected relegation to justify it for this season

If they closed the south for the rest of the season, the decision would NOT go down well. Big own goal if they did that.

This rule would hasten the loss of terracing in professional football grounds if applied more widely. If you look at where terracing lives on in the lower leagues, it is very often the case that a terrace behind a goal (and sometimes elsewhere) remains for home fans, while away supporters are housed in all-seated accommodation. Just as things are configured at The Hive. See Wycombe, Cheltenham, Rochdale, Peterborough and several others as examples.

If this guideline is imposed on us, it would lead to a loss of income and the effective closure of our remaining terracing along with a deterioration of goodwill between the club and supporters, and the same thing would happen elsewhere.

If you tell clubs that they cannot charge the going rate for seats which have been part of an expensive investment in their own facilities due to the existence of terracing elsewhere in the ground, they will not shrug their shoulders and think 'shame, that.' They will demolish/close the terracing, to the detriment of home supporters, and to clubs' income and relationship with their own fans. Meanwhile, away fans would be no better off.

I'm sure in most cases clubs would find a way of offering a section of cheap seats for away fans to cover this over requirement. It seems to me that by charging them the full rate for seats in the corner of the North Stand means they are getting a worse deal than all of the Home supporters (seated and standing)

Also If closing the home terrace would be detrimental to a club's income, it would only be so if the extra money charged to the away supporters didn't cover the missing spend of stay away home supporters. In such circumstances it would be a bit daft to go down that route.
