Without sounding extremely controversial but why are they allowed to attend games? (unless they are scouting for another club)

Yeah it like David Pleat was at the Burton game.
Only know this as Beadle mentioned it in his post match interview on the BBC that day.

I presume Pleat has no Burton connection??
